Governor 's Powers and Functions ; Under the Constitution , in the discharge of all his functions , with a few exceptions in certain cases , the Governor is to be guided by the aid and advice of the Council of Ministers -LRB- article 163 -RRB- . राज्यपाल की शक्तियां एवं कृत्य : संविधान के अनुसार राज्यपाल कतिपय मामलों में कुछ अपवादों को छोड़कर , अपने सभी कृत्यों का निर्वाह मंत्रिपरिषद की सहायता तथा सलाह से करेगा ( अनुच्छेद 163 ) .
